Disable the Windows Customer Experience Improvement Program:

1. Go to "Control Panel\All Control Panel Items\Action Center\Change Action Center settings".
    Select the Program and disable it. However it is not finished yet. The windows Task Scheduler is still running even if you disable the program.

2. Go to "Control Panel\All Control Panel Items\Administrative Tools".
    Select Microsoft/Windows/Windows Customer Experience Improvement Program. Disable all tasks on these directory
